Japan has further relaxed entry rules on foreign tourists, now allowing small groups into Japan without the need for a guide.
However individual travellers must organise their trips through a travel agency.
All tourists are still required to apply for visas before travelling to Japan.
A sudden surge in visitors is not expected as its major source markets are still subject to strict travel restrictions.
