Spanish Government Announces Staged Plan to End Lockdown Beginning May 4

Spain to begin four-stage plan to end the current lockdown on May 4, 2020

The Government of Spain has announced a four-stage plan to end the current lockdown and enter the “new-normal” – all measures will be implemented by province, in two-week terms, and will be completed by the end of June, when the so-called “new normality” will begin.

“Phase Zero” measures (will begin on 4 May):

  • Individual outings for exercise, (already allowed on May 2nd).
  • Opening of business premises by appointment for individual attention to customers, such as restaurants with a take-away service without consumption in the premises.
  • Opening of individual training sessions for professional and federated athletes and basic training for professional leagues.
  • Preparation of all business premises with signage and protective measures to prepare for the start of the next phase.

Measures Phase 1 or initial phase (will begin on May 11):

  • Opening of small shops under strict safety conditions except for shopping centres or large commercial parks.
  • Opening of terraces of premises with occupation limitations of up to 30%.
  • The opening of shops in phase 1 will include a preferential schedule for those over 65.
  • In the agrifood and fishing sector, activities that had been restricted will be resumed. – Places of worship will be able to open with a capacity limit of one third.
In the sports area, the opening of High Performance Centres is contemplated.

Measures Phase 2 or intermediate phase (15 days later):

  • The interior space of the establishments will be opened with a capacity limit of one third, guarantees of separation and only for table service.
  • Although the school year will begin in September, exceptions such as reinforcement activities are included in this phase.
  • Resumption of hunting and sport fishing
  • Opening of cinemas, theatres, auditoriums and similar spaces with pre-assigned seats and a capacity limit of one third.
  • Visits to monuments and cultural facilities such as exhibition halls, conference rooms with one third of the usual capacity will be possible.
  • Cultural events with less than 50 people may be held indoors with one third of the capacity and outdoors they will be possible when they congregate less than 400 people as long as they are seated.
  • Places of worship must limit their capacity to 50 percent.

Measures Third phase or advanced phase (15 days later):

  • General mobility will be made more flexible, but with recommendations for use of the mask outside home and on public transport.
  • In the commercial area, the capacity will be limited to 50% and a minimum distance of two meters will be set.
  • In restaurants, the conditions of capacity and occupation will be made more flexible, although with strict conditions of separation between the clients
